Unlocking the Potential of Rural Tourism: Exploring the Maldives’ Untapped Gems

UN Tourism defines rural tourism as any form of tourism activity where the visitor’s experience is closely linked to nature-based activities, agriculture, rural lifestyle and culture, angling, and sightseeing. For a destination to be considered rural, it must possess characteristics such as low population density, a landscape dominated by agriculture and forestry, and a resident community following a traditional social structure and lifestyle.

The Maldives, long celebrated for its breathtaking luxury resorts, is now poised to unveil a new frontier of travel: its vibrant rural communities. This shift presents a game-changing opportunity for both the government and private sector to capitalize on the growing demand for authentic, nature-based vacations.

To drive this transformation, the UN Tourism agency has partnered with Alibaba’s travel arm, Fliggy, to develop target areas and train local human resources in the Maldives. Speaking at ITB China 2025, Fliggy CEO Zhuoran Zhuang emphasized the power of this collaboration, stating, “This effect will lead to meaningful dialogues that will inspire global tourism professionals and lead to greater participation throughout the travel value chain with regard to rural tourism development.”

Fliggy’s “Unite to Discover Beauty” rural tourism empowerment program is addressing key issues in the sector, particularly the need for digital infrastructure to accelerate progress. As Zhuang noted, “E-commerce has emerged as one of the fastest-growing and largest segments of the global digital economy, highlighting the urgent need for improved digital infrastructure in rural tourism which currently lags behind.”

The benefits of properly developed rural tourism programs in the Maldives are multifaceted. They can cast a spotlight on the agricultural sector, bringing much-needed funding and infrastructure. Additionally, they foster a greater appreciation for the agricultural industry’s vital role in society, while teaching about sustainable practices and environmental welfare. Local economies can thrive with the influx of visitors and increased tourism spending, and cultural traditions in danger of dying out can be revived and celebrated.
